IMHO second should be YES. How can I use a public preview if my license doesn't include a requirement for the new feature? But it's not restricted to a selected customers group, so is general available.

Private preview - sounds like kinda private to me.
Public preview - sounds like kinda public to me.
GA = available for all Azure customers.
