Each AWS account has a default limit on the number of Amazon Virtual Private Clouds (VPCs) that can be created within it. If the organization has already reached this limit, attempting to create a new VPC through the CloudFormation stack will result in a failure. To resolve this issue, the SysOps Administrator can either request a limit increase for VPCs from AWS Support or delete unnecessary VPCs to free up the limit for creating new ones.

They deploy the same stack’ template so no new VPC should be created. The existing VPC had been changed hence the error

Answer is D. The "default" limit for a VPC per region is 5. You "can" request an increase for these quotas. https://docs.aws.amazon.com/vpc/latest/userguide/amazon-vpc-limits.html

Answer is "D". Default limit for VPC's in each region are 5. Subnets allowed are 200. And we can have 5 IPv4 and 1 IPv6 CIDR blocks.

D. You can have 100s of VPCs per Region for your needs even though the default quota is 5 VPCs per Region.

Its definitely D VPC limit is 5 and question specifically tell same region same account point to VPC limit. However if CF template do not create new VPC in each single deployment then its not VPC limit issue . I choose D :)
