Answer should be LTL. They drop at a hub and a TL consolidation truck then takes all the freight from city A to city B to be broken down, reloaded on LTL trucks, and delivered.

LTL trucks rely on terminals and hubs to consolidate shipments. There would be no reason for an FTL to go to a terminal or hub, other then completing paperwork and changing drivers. Answer is C

Ans.C. Milk runs can reduce average inventory levels for all parties and the delivery vehicles may have higher utilization if the individual runs were in less-than-truckload quantities but can be consolidated to truckload(s) or fewer trucks are needed in total. If not explain me.

Milk runs are for greater utilization of TL carriers with consolidation of smaller loads that are delivering a greater distance, but still needing a shorter transit time than is given with LTL carriers.
