The team should agree on the requirements for the Definition of Done before the start of the project, ideally during the initial sprint planning meeting. The Definition of Done can be revisited and revised during the project's lifecycle, but it's important to have a clear understanding of the requirements from the very beginning. Therefore I would argue that the right answer is A

DOD is checklist of things that should be available to determine if the story is complete. So this question is asking when do the team meets together and agree on what should be there in the DODs for all the stories.
