When an Arista switch boots for the first time, ZTP is enabled. The switch sees that there is no startup-config, so it configures all interfaces with the no switchport command, then sends out DHCP queries on any Ethernet and Management interfaces.

Arista Warrior 2 confirms this (gksong is correct). "When a switch boots in ZTP mode, it configures all the Ethernet and Management interfaces with the no switchport command.." Chapter 25 Section: Booting with ZTP.. page 305..
