Isn't the answer A ? A. "A lock icon shows that a rule or an object is locked and will be available." It says available, this option should have mentioned UNavailable in order to be correct. If there's a lock icon next to an object , it's UNavailable to other admins. B C and D seem all possible to me. Like working on 1 rule with 2 admins is possible if one admin is changing source object, the other admin destination... etc...

in A it doesn't mention that the rule or object will be available for write, it can still available for viewing. in B it doesn't mention about adminC, Answer B is most closest.
