SMS can't have a security policy installed, it just stores the database for them and pushes them to a GW. Answer is C

C is the correct, this CLI is from MGMT, when you write "fw unloadlocal" in the mgmt, it no takes effect and the mgnt refuse the command with "is not a security gw"
