The most appropriate answer: There are no Administrator Permission Profiles available and you need to create one first. It is not displayed because it is not there, but you can create it. Try in your lab.

"B" & "D" are similar, bur since it is asking for the BEST answer to "...when you click the + sign...", "B" would fit the bill.

Isn't Super User a defined Administrator Permission Profile? I think answer should be D...

D is correct. The tooltip in the console says “You can choose only Administrator Permission Profiles that have limited Access privilege (defined in the Administrator Permission Profile > Access Control > Edit layers by the selected profiles in a layer editor).”

I've tested in lab, I create 2 new profiles but only works the Profile with "Edit layers by the selected profiles in a layer editor"
