Depends on how you look at it. A manual configured RID is always used. So when the RID election process starts, that means there is no manual configured RID.
btw: non-loopback is incorrect. It should be specifically physical interface.

Manual configuration of the router ID.
Highest IP address on a loopback interface.
Highest IP address on a non-loopback interface
its correct, keyword is "absence of a loopback interface"... so answer is highest IP of physical interface.
