The only advantage of a (primary) zone with site db is the site db proximity/availability to users. in multi sites setup with only one datacenter, this means if one of the site (db) is unreachable, the other site (db) is available as DR. Now you have to deal with resource aggregation and 2 sites unnecessarily. Would not it be simpler if we just leverage Citrix cloud to handle the site db business (with higher resiliency), and keep all VDAs stay in datacenter? Answer is E.

You will not “High level of control” if you choose cloud.

I would choose A. You need to minimise the failure domain of the environment. The best way to do this would be via Multi-Site. As there are several additional racks available it would make sense to have on-premises datacenter.

What difference it makes using multi site or single site when there is a single data center? I would choose B and keep HA components in multiple blades in multiple racks.
