I agree with D being the answer as the question includes the keyword " confusing" so a redesign is appropriate.

B - A site map isn't going to help with navigation because they are all different types of pages. Different types of pages is mentioned three times, and answer D isn't logical due to the page templates fulfilling a different purpose.
