This will be D, my friend. Because the statement says there is one day float for the two tasks. Meaning the one-day float was used for Task 3 which is still okay with having the one-day float that the project can be delayed, but Task 4 is affected by that delay as well there is no more float to be used. So, to sum up, task 3 was delayed two days and task 4 was delayed one day which is a total of 3 days of delayed project schedule.

I may be looking at this wrong but the project has started, the pm received a proposal. Would the answer be change request to change the resource and outsource the work?

The answer is correct (Request for bid): A Request for Bid (RFB) is commonly used when deliverables are commodities for which there are clear specifications and when price will be the primary determining factor. The RFB is submitted to selected sellers for a formal bidding process. You can anticipate some negotiations. The clear specifications are known (risk transference to 3rd party for management of specific program). Price still needs to be determined, this will kick off the formal bidding process to find the best vendor/price.

It's not specifically called out in the objective but 4.3 is "Identify common partner or vendor-centric documents and their purpose." RFB is in the official CompTIA book so technically yes it's there and testable.

Sellers are often encouraged to offer suggestions and alternative approaches to meet the project goals. A Request for Bid (RFB) is commonly used when deliverables are commodities for which there are clear specifications and when price will be the primary determining factor. The question states that there is "a certain technology that is unknown to the project team." and for that reason the correct answer is RFP.

I like where you're going here but I'll add this part of the question: "A project manager has received a third-party proposal to transfer the risk." This indicated the third-party has already suggested a solution to meet the project goals and a proposal has been provided. Therefore, a RFB would be more appropriate
