spectrum analyzers by themselves are not able to make cable and antenna measurements that require known signals, such as that from a tracking generator to be applied to a device or network under test to measure the output or response

Answer 'B' is correct, but the 'Optical Time Domain Reflectometer (OTDR)' (answer 'D') has also its uses. 'The Optical Time Domain Reflectometer (OTDR) is useful for testing the integrity of fiber optic cables. It can verify splice loss, measure length and find faults.
