The question only states the tech tested the WLAN in the lobby. It does not state there is only 1 WAP for the whole site so another could still be down. This question is not well-written either way.

Not sure if D but i guess if some devices failing then the WAP can be one of them

Not D, it says " A technician tests wireless connectivity in the lobby and is able to connect successfully." WAP:Wireless Access Point.

The tech was able to connect in the lobby but the problem is in the warehouse. D is correct.
