If it was a wired Network I would go for C, I would also go for see with this but this is something that's only on a wireless network

It could be a bandwidth issue in the AP network and configuration. Although I will go for that answer, but I do not agree with the explanation

But upon re-reading the "hint" in the question (only when connected to wireless) they probably want you to think this. So, I again agree with the explanation considering this is a certification exam

Let´s not forget the obvious. It says that "occasionally" the connection is slow or drops. I would go with B. Something is causing interference. Not always, but occasionally. Correct answer is B.
