Clearly the answer is that the clients havn't been upgraded. You can still have low power and good performance, low Ap power that is.

The likely answer here is that the Clients were not upgraded and still operating on 11n. The AP in mixed mode would also use 11n to talk to those clients. Low TX power is normal for 11ac access points.
