Read the question carefully. They want to know which port scanning technique you CANNOT use because there is an IDS. In others words you will get caught if you use this one. The answer is C, TCP SYN will get flagged by the IDS all others are stealthy.

Slash its actually the reverse. TCP Scan is a stealth scan, but because this type of scan may be done out of malice, the IDS will pick it up and flag it. I still think the answer is C. Sorry about any confusion on my part.
