For example, changing a .jpg extension to a .doc extension so that a picture file appears to be a document. What can an investigator examine to verify that a file has the correct extension?

You can change the ext, of course. But file header will not change. So, if you set a .doc ext to a JPG file, file header will be FFD8FF anyway. Try by yourself: Use a JPG, open with any hex editor and have a look. Then, change the ext to .doc. Any changes to the file header? :)
