Acc to "Succeeding with Agile" it shold be answer C (see pg 107). Answer D is a tool for overcoming resistance from saboteurs (see pg 109)

The correct answer should be C. "Succeeding with Agile" says, that providing training is a tool for overcoming resistance presented by skeptics. Answer D would be correct for saboteurs.
