Not all projects are the same (think of different tech stacks) so it makes sense to customize a dev team for each new project within the context that you're within a big-enough group with multiple teams.

Answer should be A. It is not recommended to change the members of a DevOps team for each project, as experienced teams work more efficiently. Funding on a product basis helps the team focus on the outcome, the "why" and helps them add value by creating a shared responsibility for the final product
