Answer is C. Even if the status is Disabled, the VS will still accept connections for a currently persisted session. If the status was "Force Disabled" then the new connection will be load balanced according to the defined algorithm.

C is disabled, but if you see persist entry , 195.64 , lowest connection is still on C and disabled would allow persist connection to still persist , no new connection would go to C but persist does, which make option C still correct.
