C is correct. Page 17 of the Aruba VSF guide (https://www.arubanetworks.com/techdocs/AOS-CX/10.07/PDF/5200-7889.pdf)
"The stack will not have a standby member by default."
I was wrong, its C.. Without configuring a secondary VRF member it will show the default status as Master & Member. When appointing an secondary VRF member, the status will change to Master & Standby

Default behaviour is Master/Member. Secondary (Standby) must be explicitly configured.
