I think you're confused by the question. It's what is the "driver" for creating the strategic plan... Governance doesn't make sense. How is governance existing a "driver"? What DRIVES someone to come up with strategies? Outside hindrances. For instance: What DRIVES you to not yell at someone? The threat that you'll get punched. In this case, restraint would be the outcome (just like Governance is the result of a published strategy) - but it wasn't what DROVE you to show restraint - it was the threat of getting punched. It's C.
