According to Peter Gregory's publication "CISM Certified Information Security Manager All-in-One Exam Guide (2018)", page 447, there are "two dimensions" for selecting a recovery site. (1) Speed of application recovery (2) Geographical Location RTO is not mentioned as a factor, but the hot/warm/cold schema is. If time is a paramount factor, a hot schema should be selected to complete recovery operations. Logically, a hot site 500 miles away is no different than 5 miles away if it's running the same configuration management and can be accessed remotely (e.g. RDP, SSH, etc ...). Recovery Time Objective (RTO) is a metric for how long it takes to recover a system or process, not for standing up a recovery site or to gain access.

If you take speed of application recovery. that is RTO - time taken to recover.

Based of the RTO is the correct answer because geographically if the site is too far to meet the RTO than you fail at your IR mission.
