D. the impact of cultural changes is the most important thing that executive management should recognize when introducing the concept of governance to a new acquisition located in a different country. Cultural differences can have a significant impact on how governance is perceived and implemented in different regions and countries. I feel D is correct too. But D is not something which is related to GEIT. It is a non IT matter. Accordingly, C may be the best answer.

Culture is not technical but it plays a huge role when setting up governance, so D appears to be a better answer for this question.
