@Patfitz - If Q&A is disabled on dashboard level, then Q&A won't be visable at all. Missing results has to do with dataset settings. BUT - this setting has been removed from the dataset settings page with one of the recent service updates. So the question becomes irrelevant.

Agree about the Dashboard-Level: It must be switched on for make the Q&A visible at all. About the Dataset-Setting: I work with version 2.76 (from december 2019) and there is in fact a setting on the Dataset: You can define questions there for the Q&A area. So for me it's very clearly answer C because this text in the question: You discover that users are unable to find data on the dashboard by using natural language queries. It sounds to me that the Q&A area is already visible, but no reaction about questions. To me this one is about the Dataset settings

This should be the correct answer: D. From the properties of the dashboard, modify the Q&A settings. You can verify by going to the settings of a dashboard and toggle the "Q&A" button on/off

C is correct. Read the Q carefully, it asking about the data instead of dashboard/visualization, SO I go with Dataset level, powerbi.com --> (gear Icon) setting --> Datasets --> Q&A (check "turn om")

Do not create confusion.. It is option c. You can modify the setting for Dataset property for sure. Not from Dashboard property.. https://docs.microsoft.com/en-us/power-bi/create-reports/service-q-and-a-direct-query#limitations-during-public-preview

To enable Q & A, dataset settings needs to be updated. Option C is talking about dataset settings but the option D talking about dashboard. The correct answer is C. Ref: https://docs.microsoft.com/en-us/power-bi/create-reports/service-q-and-a-direct-query

'Q&A and Cortana' in the dataset settings only allows to give Cortana access to the dataset. To use Q&A on the dashboard, it must be enabled in the dashboard settings, therefore answer B is correct.
