Host guardian should be installed in all Hyper-V servers that host shielded VM's. Thus it should also be installed on server1, not only on a new server.

I'm not sure about this answer, the question stated: You deploy a Host Guardian on a new server.

Word trickery from MS. You deployed Host Guardian on a new server, not Server 1. You want Server1 to host the shielded VMs, thus you need to install the feature.
