Yes, I think this is one of the reasons why ping from Server3 to Server1 will not work.

I believe using Get-NetIPInterface you can get the given Interface NIC2 Parameters. https://docs.microsoft.com/en-us/powershell/module/nettcpip/get-netipinterface?view=win10-ps It explains "-Forwarding", "-CurrentHopLimit".

Answer A is absolutely correct. But why is C not also correct? Server2 can ping 192.168.15.1 (Server1), but why can't Server1 ping 172.16.0.1 (Server2)?

A is correct because this ping doesn't required a routing process to reach the destination. all other ping will failed due to the routing process which are not defined / mentioned between the two network.

Since the "current hop limit" of NIC2 is "0", pings to networks other than 192.168.15 / 0 are not transferred.

I found following explanation for current hop limit. The current hop limit is the value that the IP interface writes in the time-to-live (TTL) field in all outbound traffic. When routers forward a packet, they decrement the hop limit by 1 and discard the packet when the hop limit is 0. https://docs.microsoft.com/en-us/powershell/module/nettcpip/get-netipv4protocol?view=win10-ps

Maybe the forwarding part. In linux machines you only need to enable forwarding to make any host a router. Here it states forwarding is disabled.
