Kestrel supports Negotiate Windows Authentication in Asp.Net Core 3.1 according to this https://docs.microsoft.com/en-us/aspnet/core/security/authentication/windowsauth?view=aspnetcore-3.1&tabs=visual-studio however, HTTP2 is incompatible with Windows Authentication so answer is still no.

Kestrel does not support Windows Authentication or HTTP/2 according to --> https://docs.microsoft.com/en-us/aspnet/core/fundamentals/servers/httpsys?view=aspnetcore-2.1 Use HTTP.sys instead
