The reference link is not working anymore and it clearly says "NOTE: Make only one selection in each column" there are several selected, this is not the correct answer.

The question itself says you need to "CREATE"... not SET... so Skype for Business will be the "New-CsAddressBookNormalizationRule" cmdlet id argue... and Lync... txt file and import id assume.
