I believe dnscmd.exe is the right answer. Dnscmd.exe can be used to create, delete and view zones and records.

I think there's a typo here: It probably should be application directory partition: "You can store DNS zones in the domain or application directory partitions of Active Directory Domain Services (AD DS). A partition is a data structure in AD DS that distinguishes data for different replication purposes.
