The Resource Group must be the same. The secondary server can have another location. The secondary server cannot be the same as the primary server. Reference: https://docs.microsoft.com/en-us/azure/azure-sql/database/auto-failover-group-configure
Correct answer should be A (sqlserver4 & sqlserver5). Per doc, the secondary cannot be in the same region as the primary.

Failover groups cannot be created between two servers or instances in the same Azure region.
https://docs.microsoft.com/en-us/azure/azure-sql/database/auto-failover-group-overview?tabs=azure-powershell
The correct answer is D. I tested this, location can be the same it selects a different availability zone, Server5 is in RG2 which is not configurable, failgroup servers must be in the same RG
It's A and below question in training:
You are advising an auto parts company that is running the following Azure SQL Database servers:
OEM_SQLSvr_1:
Resource Group: Resource_Group_1
Location: East US
OEM_SQLSvr_2:
Resource Group: Resource_Group_1
Location: East US
OEM_SQLSvr_3:
Resource Group: Resource_Group_1
Location: North Europe
OEM_SQLSvr_4:
Resource Group: Resource_Group_2
Location: North Europe
The plan to make OEM_SQLSvr_1 as the primary server within a failover group.
Which server should you recommend as the secondary server?
OEM_SQLSvr_3 and OEM_SQLSvr_4
OEM_SQLSvr_2 and OEM_SQLSvr_3
OEM_SQLSvr_2 and OEM_SQLSvr_4
Explanation
Correct answer: OEM_SQLSvr_3 and OEM_SQLSvr_4. OEM_SQLSvr_1 is located in East US, and both OEM_SQLSvr_3 and OEM_SQLSvr_4 are located in North Europe.
Answer should be A.
Primary
The server or managed instance that hosts the primary databases in the failover group.
Secondary
The server or managed instance that hosts the secondary databases in the failover group. The secondary cannot be in the same region as the primary.
I think, Resource groups come into picture here. in Azure it is all about regions. Hence primary and secondary should be in different region, sqlserver2 is incorrect and correct answer is A.
