The correct answer is adding a DHCP deny filter and enabling the deny filter list. With DHCP filters you can allow or deny certain clients to be serviced at the server level.

I think D is crrect. I think you have two types of methods to filter to lease IP addresss for DNS. These are D and F, which are IPv4 filtering and DHCP policy filtering. To allow to lease IP address you can use both methods, while to deney you can use only IPv4 filtering. Because only IPv4 filtering can filter to deny, you use IIPv4 filtering to prevent clients from leasing IP address.
