but in question, it says, installed on VM, just like let's say sql is paas but if we install it on our own VM then it's IaaS

You install it yourself on an Azure VM, which makes it IaaS, since an Azure VM is IaaS. If you use the service SQL Server DB it would be PaaS.

With serverless, you're only charged for the Request Units (RUs) consumed by your database operations and the storage consumed by your data.
