I think the answer provided is correct, particularly the Preservation lock part: Preservation Lock locks a retention policy or retention label policy so that no one—including a global admin—can turn off the policy, delete the policy, or make it less restrictive. This configuration might be needed for regulatory requirements and can help safeguard against rogue administrators. When a retention policy is locked: No one can disable the policy or delete it Locations can be added but not removed You can extend the retention period but not decrease it When a retention label policy is locked: No one can disable the policy or delete it Locations can be added but not removed Labels can be added but not removed

To achieve this we need to create a retention label and retention label policy with a preservation lock to ensure that on one can disable the policy or change the settings of it.

Agree. Use retention label policy at folder, document or email

But why create retention label policy instead of retention policy ?

Because a retention policy just looks at a Location to retain EXO, SPO, Teams data etc. But a retention label policy depends on the retention label applied to doc to apply the retention settings. Its more granular in the retention controls.

Label applied per items, Policies per locations. Question asks you to do something with specific items in some locations not all items on some locations (if you catch my drift..).

Indeed, by the questions and answers provided, this is correct. Otherwise, you could only create a Retention Policy with a Preservation Lock and that's ok too. 2 answers. (But it's asking for 3 answers)
