The proposed answer is wrong, correct answer is D: "Configure the Active Directory Certificate Services server role from Server Manager." In the question it is stated that "When Admin1 runs the Certification Authority console, Admin1 receive the following error message...". The certification authority console is one of the ADCS management tools, if Admin1 was able to open this console, it means that the ADCS tools were already installed. When you install the ADCS role and then try to open the certification authority console right away without configuring the role first, you get the error message in question. I replicated this on a lab. Once you open Server Manager and finish the role configuration steps, the error goes away.

I was thinking the assumption was that ADCS was installed with powershell but the step of installing the tools via commandlet wasn't done. If it was installed via GUI in Server Manger, configuring it makes more sense. https://docs.microsoft.com/en-us/windows-server/networking/core-network-guide/cncg/server-certs/install-the-certification-authority
