D is the most accurate answer. The use of private end point is entirely optional in always free, this rules out both A and B. If an instance has network connectivity, then it doesn't need to be on the same VCN, this rules out C. So if an instance has oracle client installed, then D is possible and most accurate.
Based on my studies, It should be C.
The question never said anything about free tier.

"You can connect from a resource (like a compute instance) within the same VCN as the private endpoint. Note that you can also connect from a resource located in a different VCN from the private endpoint by using local or remote VCN peering."
Also,
If the compute is in same NSG it can connect too. Once again the question is not clear so we have to adjust to best guess.
