This question is tricky, as it seems to ask "according to the exhibit" what is the path... but to be relevant to PCNSE the question may be asking "what is the correct way to make a chained certificate?". The answer should be A: First attach the final certificate, then add the signer thereof and follow it by the signing root authority. I agreed with you until I read the latter part of the question that literally asked what the root, intermediate and end-user certificate would be. B answers that out right.
