The Quality theme in project management is concerned with defining and implementing quality standards and processes to ensure that the project's deliverables meet the desired level of quality. "To define quality criteria in product descriptions," is the minimum requirement for applying the Quality theme in project management. Options A, B, and D may be necessary for implementing quality processes, but they are not the minimum requirement for applying the Quality theme.

A is correct: define its quality management approach. This approach must minimally cover: ● the project’s approach to quality control ● the project’s approach to project assurance ● how the management of quality is communicated throughout the project lifecycle ● the roles and responsibilities for quality management (PRINCE2’s defined roles and responsibilities principle)

This is a bit misleading, but C should be correct: reference 8.2 in the prince2 book : Minimum requirements to apply the quality theme : The approach must cover: the project's approach to quality control (not quality assurance). Then: specify explicit quality criteria for products in their product descriptions

C is correct answer. (If A was "quality control" then A would have been correct too, but A is talking about quality assurance)
