The question is asking which statement is false. Pg 21 of the Prince2 Manual. "The Justification remains valid, and is revalidated throughout the life of the project." Further down the page, "Although the justification should remain valid, it may change." The correct answer is A, not B.

Arno, I fully agree! Besides A and C are completely contradicting statements. Hence, one of these two has to be true, while the other one is false. So B can never be the right answer.
