The Interceptor selects a SteelHead depending on the fair peering flag setting and on which SteelHead cluster optimizes connections to or from the remote site in the past, known as peer affinity. If you don’t enable fair peering, the Interceptors pair a new remote SteelHead to a clustered SteelHead with the least number of connections. > From SteelHead Interceptor Deployment Guide
