Manual Sharing is used to grant one-off access. Manual sharing can be granted by the record owner, anyone above the owner in role hierarchy and System Administrator. Manual sharing is used to handle exception cases where access to a particular record needs to be given to a specific user. There is a Sharing button on the records page. This is used to provide manual sharing.

Users are can share records with groups, territories, roles ... But the ability to do this needs to be set up by the administrator. https://help.salesforce.com/articleView?id=users_sharing.htm&type=5

Answer is correct. Admins do not control manual sharing access to records owned by users. That is down to the user, and anyone else in the hierarchy (if Grants Access has been enabled).
