When you click "Create Service Report" action on Service Appointment or something, PDF viewer-like modal is came out. At the bottom right, there is the button of "Create and Send Service Report". You can create Service report as PDF and send it to the customer by email at the same time by using "Standard Service Report"

'B' looks like the correct option as standard service report are templates (similar to email templates) configured to be sent to customer as a summary of the service provided. https://help.salesforce.com/articleView?id=sf.fs_create_customer_reports.htm&type=5
