Can someone explain, I though Workflow rules gets triggered when record is created/updated. Then how is it able to trigger email before 30 days supposing that particular record is not being updated by the user.

Just because of the fact that that in the ending clause it states "use an email action to notify the assigned Support Rep" which sort of fulfils the criteria based on the question.

it would be inefficient for the rep to receive an email with a date on it that could be any time in the future with a 30 days from that date to the expiry date. It's better to actually receive the email 30 days to expiry, that way the rep knows they need to start engaging with the customer and don't forget about it.
