Indeed. Provisioning Groups processing is done in order of appearance, first one applies. If for instance, the "all user" provisioning grou is #1, then the rest is not applied to the user. Hence, moving the VIP provisioning group to #1 makes sure that is applied to the specific users, then the rest is done
