By default, the Applied to column is set to DFW, and the rule is applied to all workloads. You can also apply the rule or policy to selected groups.

The link above is for NSX-V so to verify this is the same with NSX-T I went to the NSX-T manager and checked the "Applied To" section and the only options you have are Groups & DFW.
