C is correct Ready, %RDY: This value represents the percentage of time that the virtual machine is ready to execute commands, but has not yet been scheduled for CPU time due to contention with other virtual machines. https://communities.vmware.com/thread/463542

Poorly worded question but I would lean towards Answer A. CPU contention is the cause of the CPU wait time Ready - Amount of time the virtual machine was ready to run, waiting in a queue to be scheduled.

C is correct. Check this out: https://docs.vmware.com/en/VMware-vSphere/7.0/vsphere-esxi-vcenter-server-701-monitoring-performance-guide.pdf?hWord=N4IghgNiBcIKQCUAiBNEBfIA

It is C. VMware official on demand training refers that to possible CPU contention.

This could really go A or C. Looking only at Win1 and it's %RDY, the VM is ready but waiting on CPU, so - A For the host as a whole, multiple VM's with high %RDY shows congestion, so - C This exact esxtop Screenshot was taken from a VMware document located at: https://learnvmware.online/2018/03/08/performance-troubleshooting-cpu-ready-time/

I think the answer is A. High %RDY would indicate High CPU wait time rather than High CPU contention.
