According to the same Reference Link, the correct answer should be C: The user is redirected to a custom URL provided in the identity provider configuration
The Doc says: "...If the third-party IDP (Identity Provider - Thir Party Provider) does not support SAML-based single logout (SLO), you enable single sign-out, and in the Redirect URL text box designate an IDP single logout endpoint URL"
I think that D could be correct if the question talking about "Single Sign-Out Disabled", cause doc says: "... If Enable Single Sign-out is not enabled, the default configuration in the Workspace ONE Access service is to directed users back to the Workspace ONE portal sign-in page when they sign out..."
