Answer is correct. As per the reference shared above: if the vCenter Server instances exist in separate vCenter Single Sign-On domains, you can use vSphere APIs/SDK to migrate virtual machines

That reference also states that they need to be part of the same SSO domain, making D correct as well. And time sync is required for proper SSO token verification.
