3.1.56 defines risk reduction as the actions taken, whereas risk mitigation is the selection and implementation of measures in 3.1.55. It is tricky, but it seems API intends mitigation as a bound labeling the chosen act and reduction as taking the act.
Question 97 is the exact same question as question 87. However Question 97 has the answer A) Risk Reduction, while question 87) has the answer B) Risk Mitigation.
